Yes. Each key sits on its own mechanical switch, exactly like a full-height board — the switch housing and keycap are simply shorter, which reduces the travel distance and the overall height of the keyboard.

Are these switches quiet enough for an office?

They are tactile rather than clicky, so you feel a bump when the key actuates but there is no sharp click mechanism. They are noticeably quieter than a clicky mechanical board, though still more audible than a membrane keyboard.
